We've tracked this down to a general problem in Carbon with Central European
languages. If the system is booted in English, then the language is set to
a Central European language (Czech, Polish, etc.) everything works fine, but
if you restart the system, some cached values that are encoded in the local
language are assumed to be in MacRoman, and several parts of the Carbon
toolbox fail. One of these is the loading of Scripting Additions, so it
renders AppleScript and other OSA languages <ahem> less than useful. Other
parts of Carbon applications are also affected, but AppleScript is the most
visible.
(We didn't find this in our testing because we boot into English, then
methodically go through each language and verify that Script Editor launches
and executes scripts. The first report of failure when booting into a
Central European language was filed September 12, 2002.)
The workaround to this is to set the system to English, restart, then set
the system to the preferred language after the restart. This will get
AppleScript working, and it will continue to work until the system is
restarted again, at which time this process must be repeated.
The fix for this has been noninated for an upcoming Software Update.
