I use the Czech keyboard regularly and can confirm the display problems
Jakub describes (running Jaguar 10.2.3).
I haven't tried setting Czech as my default language (since I don't actually
want a Czech interface, if there are any programs out there that provide
one), so I can't explicitly confirm AS and AS or AS/S applications not
running at all if Czech is the default.
