Yikes!
A retired PacBell/USWest (retired before Qwest) technician in Portland (OR)
managed to lock up all of greater Portland several years ago (both USWest
and Sprint). It was somewhat similar...he had a work order, he questioned
the engineer who had produced it, suspecting something was wrong, and was
told to go ahead. I've chatted with him at meetings a few times.
