You have to put it in context. Version 4.0 came out and was essentially
broken scripting-wise from go to whoa. So scripters stuck to 3.32, which
wasn't as bad a situation as it sounds -- so did lots of others because of
non-scripting related issues, especially printing problems.
Then came 4.01, 4.02 and 4.03, each increasingly usable, but still basically
unscriptable. Finally, along came 4.04, and it was somewhat scriptable. By
this stage a lot of people had a need of a scriptable v4, so they were
thankful for small mercies. Their was some rejoicing, believe it or not, and
the issue of naming was still largely unknown.
By then v4 had been out for some time, so the prospect of getting something
like this changed was less than zero, and there were more pressing issues
anyway. Scripting printing was still broken, for example -- it had never
worked properly in QXP's existence. And who knows, there might even have
been a good reason for the change. Questions about it drew only vague
responses.

I believe so, although I never tested it. The equivalent in InDesign -- the
tag property -- certainly holds 32K. I'd settle for considerably less, but
31 characters seems particularly miserly. And upgrades that add limits are
guaranteed to breed bad blood.

A good naming utility is a very handy thing, IMO. It really should be
built-in.
