Labels, like type and creator information, are stored in the HFS+ metadata (traditionally referred to as the "Finder flags"). As such, they are due to be phased out like types and creators are, as OS X moves toward UFS file systems instead of HFS. Whether Apple will ever ditch HFS is up in the air, but the winds of change are blowing, as Apple has commanded that we stop using HFS metadata so that we'll work with other file systems.

So, I don't expect labels to ever be fully supported by OS X.
