Take a peek at "textSOAP 3" ($19.95) from Unmarked Software

It's scriptable and even includes it's own osax for when you don't need the full application.
There are lots of predefined cleaners including removal and insertion of quotes and for re-wrapping
text (50, 60 or 70). If you feel adventuresome you can also write your own clearners or combinations
of cleaners.
It includes tool palettes for use in BBEdit and Mailsmith.
