That "cosmetic" progress window, which doesn't do anything, created by
setting visible by script, is a bug in OE. That's why an alternate method is
needed. (I think I mentioned this twice already.) This finally got fixed in
Entourage X: there you can simply say

open progress window

which was what was supposed to happen in OE, too, but doesn't work because
of the bug.
