Extracting panels from comic strips

I'm looking for a scriptable way to:
1) Straighten out scanned comic strips whose baseline isn't horizontal.
2) Separate and extract individual panels from four-panel strips.

Some considerations: The strips are stored as hi-res TIFFs. The black line border around each panel is not necessarily continuous. There *is* white space between each panel.

Does anyone have any ideas?
