1) An easier solution would be to have the person scanning straighten out
original. Barring that, we found it easier to just straighten the images in
the page layout program (Quark in our case), rather than trying to rotate a
lineart image in Photoshop. Even better idea - lean heavily on the comic
source to provide the strips electronically. It took a while but we no
longer receive hardcopies for any of our comics - they all comic via
website, FTP server, or email. I was able to write a nifty Applescript that
goes to the various sites and downloads the necessary files for a weeks
worth of comic strips. Then another nifty script that assembles the various
strips into a Quark document.
2) Ouch. Why do they need the panels separated? That could be a very
difficult task to accomplish as the artists often change the size of each
panel. To be writing a script that can analyze the content of each TIFF file
and ACCURATELY determine where to slice the image...eep!
I'm not sure the exact details of the workflow involved here, but a whole
lot of effort might be getting expended for something that shouldn't be too
complicated...

Some considerations: The strips are stored as hi-res TIFFs. The black
