Intelligent extraction of parts of an image

I have a client who wants me to write him a script that will extract panels from four-paneled comic strips that have been scanned as TIFFs. The outline around each panel is not necessarily continuous. The scans are not perfectly aligned, so he wants me to have the script rotate the images as needed so the baseline is at zero degrees.

I told him that I don't know of any scriptable application that has the power to do what he wants. Does anyone have any suggestions? TIA for any help.
