The phrase "text item delimiters" refers to a string and not to a character.
Actually, it refers to a property of the AppleScript object. [1]

Every value in AS in an object (abstract data type). Any talk of Pascal
strings and C strings is pointless and will only make folks' heads spin.
How data is represented within an AS object is completely irrelevant to
anyone who isn't an AppleScript engineer. (C character strings? Tiny rows
of gnomes? Doesn't matter.)
Users don't need to know anything about the implementation; all they need
to know is the object's interface and how to use it. This is the point.
