Can't we assume it's formatted correctly already?
You could also attach a *compiled* script to the email, unpack it and run it.

There are better tools to administer a Mac system (timbuktu springs to mind, and there are loads of command line options available for OSX), but it is doable.
Outlook Express is a good email client, but I'd be far too bothered about platform lock-in issues to use it, (ever tried getting your mail OUT of outlook express?) still less to force it on users.
Other decently scriptable mail clients are Eudora, Mailsmith and (OSX only) Apple's own Mail app. Mailsmith can also run scripts attached to filters. Dunno about the others.
