Okay, so if the Finder knows about various special folders, how do I ask it to return the path to the user's download folder as specified in Internet System Preferences? Or is that folder so special that the Finder knows nothing about it?

It's "path to", not the Finder, that knows about the various special folders. Unfortunately, the user's download folder isn't one of them. The known folders are defined by the Folder Manager API; for a reasonably complete list, see Folders.h in my iDisk.
