I did this and get the shortcut in Terminal, GyazMail, Launch Bar etc. and probably in other cocoa apps, but not in Mail. Can you explain this?

One the question of the Services menu, none of my carbon apps give me a menu at Services. I have a feeling they did once and that something I added disabled it, but I've forgotten what this might have been. Any ideas?
