Custom Quicktime Export Settings

I'm working on a quicktime export app, and have hit a bit of a wall.

Is there a way to specify custom export settings for a given codec each time
you export. I can't use a static settings file, because the export size has
to be 2x the originating file size, so the settings are potentially changing
for each file.

I opened an export settings file in BBEdit, but it's not a text file, so I
can't just create a new one on the fly from what I can tell.
