click the upper right corner button to expand it. There is a button
with a "+" on it. Click and select apps to add. Works for me- >>> 10.2.6.

Confused. Don't follow what you're suggesting here.
Your initial inquiry concerned the Script Editor app. You said a pane
appears that is empty- that window says Library at the top of it- yes ?
