Slightly more seriously, the pane is empty. What's meant to be
shown in there?

OK, not the brightest question I've ever asked but as I have never
used this pane, I don't know what its behaviour is meant to be. Your
somewhat terse reply suggests that it shows a list of applications
which have dictionaries. It's empty.
Does anyone know why the list of dictionaries may be missing and,
more pertinently, how to get them back?

Is your Toolbar at the top of the Library window visible? If not,
click the upper right corner button to expand it. There is a button
with a "+" on it. Click and select apps to add. Works for me- 10.2.6.
Library window? Sorry, what app are we in? Script Editor still?
Confused. Don't follow what you're suggesting here.
