I'd live to enable divine retribution with Java too, but that may not be the best use of my time.
Generally speaking, services act on the selection, most often text. Carbon applications which support a AppleScript selection object but not services doesn't seem like a big set.
Now, a scripting addition might be able to do more, but it could be problematic. What applications in particular are you working with?
