I'd better expand on that. Originally it was meant to be a real
liberalization. Then, some years later, when they backtracked, yes, people
who had spoken out or "flourished" could now be identified as a result. Some
years later again, when the Cultural Revolution began, these people were
then victimized and brutalized. It's conflating too many years,
personalities, and movements to attribute the whole process to an
intentional plot from the very beginning. Probably the only person who could
be in favor of all of it sequentially and not suffer the consequences was
Mao himself, so it's easy to see it retrospectively as cynical device, but
to begin with it was a liberalization policy like the Khrushchev "thaw" and
Gorbachev perestroika were in Russia.
