The essential items are in your user 'Library' folder. In the Preferences folder, look for 'com.apple.mail.plist' (rules are in there). All the other mail stuff is in ~/Library/Mail, including spam definitions, which reside in the file 'LSMMap' (or possibly 'LSMMap2' if you're using OS X 10.3).

BTW - Upgrading to Panther messed up Mail's previously impeccable record with spam. It started letting everything through, no matter how I trained and re-trained it. There were other, similar problems being reported in the usual online forums, and the consensus seems to be that its a botched upgrade from Apple that fails to transfer accumulated spam definitions (usually, two LSMMap files are found in an upgraded copy of Mail's library folder - perhaps they're arguing with each other). I got so frustrated with the lack of spam control that I ended up ditching all Mail's prefs & support files and starting over. That was actually OK. It was easy enough to import the contents of my old mailboxes, and I took screenshots of all the rules/preference/settings windows before nuking the prefs, so at least I had an easy reference source for restoring my settings. The 'virginized' copy of mail weeded out about 85% of spam right off the bat, and after a week it's better than 99%. Not too shabby.
