That part's easy...

You don't need Applescript for that. In the Finder, get info for any one of the files. Toggle open the "Open with:" pane. Choose "Safari" from the popup menu. Click the "Change All..." button, and OK the resulting dialog.

Well he didn't say if he wanted to do his entire disk, he only was talking about the folder. But if he really wants to do all .html files, then yeah.
