However, I don't think Script Debugger is your problem.
The clue is "scripting networking". This implies you are trying to do tells across machines, and crashing. I have reported a crashing bug to Apple using Rendezvous with AppleScript. It crashes. Lots. I'm actually unable to open a couple of scripts because they crash AppleScript, and whatever script editor I'm using (which just so happens to be Script Debugger).
Crashing Script Debugger leaves something running which is keeping the serial number sniffer alive. When you start it back up, it notices that sniffer and complains. This is a flaw in SD's sniffer, IMHO.

However, this sounds like you are saving a script application with the Script Debugger debugging component instead of AppleScript itself. Given no indication in previous posts that you have been having this problem for a while, I don't really know what your problem is after all. ;)
