Apple's Macintosh Programmer's Workshop is the closest you can come. It's free but the learning curve is fairly steep and it has been put in the official Apple trash can by Steve. There are still a bunch of dedicated users but It is not long for this world.

But it does have a UNIX-like scripting capability which I dearly miss in OS neXt.

You might also want to check out MacPerl which is a port of the real perl to MacOS < 10. Nicely done and it works well with MPW.

Personally I have given up on those nice things in favor of OS neXt. What's unfortunate is that that's about all my G4 now does and a Linux box will do the same.
