Short answer: Yes.
I have done a similar thing for a customer to integrate an inhouse
picture database with QuarkXPress. A click on a special link in the
browser triggers the generation and download of a command file which is
then post processed by an AppleScript application which handles the
download and import of the picture into an XPress document.
