In order to do the same task I don't bother to use AppleScript, but
rather use TypeIt4Me, a typing expander that has a much broader and
more general applicability than just mail, though TypeIt4Me gets a
lot of exercise in mail I write every day. Heck, I use TypeIt4Me to
type code blocks for me.
Just my opinion, but I find it's more convenient than a script
because you don't have to take your hands off the keyboard to grab
the mouse, and you're not limited to the number of boiler plates you
could attach to the few function keys you have available. I'd
recommend you try that out before using AppleScript to create boiler
plate text.

Can a script just take the uppermost open window, and add text after
the cursor? Or does it have to talk to a specific application.
It seems so simple, yet I haven't been able to make it work.
