If the past is any guide, the answer is "yes but"...
10.0 did, Jaguar did, and I seem to remember words saying that Panther will
(the new Xcode form of the developer tools, including AppleScript Studio).
But...the copy that came with Jaguar was obsoleted by a
pretty-much-mandatory update within a month of Jaguar's release. (Various
other included ones lasted a bit longer.) But but...that update was also
available free for the usual $19.95 plus tax free Apple update.
It's highly unlikely you'll be forced to download the tools over a dialup
connection.
I did one of the updates via a download "party" in which I had one machine
downloading over my frame relay connection (Linux machine), my old Mac
downloading via dialup on one line, and the Mac OS X machine downloading
over the other line. I did another by taking the Linux (laptop) to the
office and using the megabit DSL we had just installed in the basement
