Presumably it's in memory instead of on disk.

Eudora uses a resource scheme wherein the setting is stored in a STR# resource in the settings file. Typically it's organized like so:

Setting 5922 is the 22nd string in STR# resource 5900.

Now setting them is as simple as editing the STR# with ResEdit. ;)
