Use Smile and its regular expressions features. In Smile you've got both the Script Editor and the Text Editor: you can first perform the task manually like Jon suggests, then make it into a script.

Actually I have quite a set of scripts for Smile regarding writing html. In particular the "check" feature that checks whether the tag are balanced - of course it includes making the list of the tags. Tell me if you are interested.
