There isn't one.
To get round this omission, I use a selection of scripts that variouly
shutdown, restart, logout, or boot into OS 9. All of these run a tidy-up
routine along the way, and I've assigned hot keys to them for convenience,
entirely weaning myself off the built-in options.
The advantage of this is that you can have different tidy-up routines for
different situations (kinda like you could with the extensions manager).
The commands for shutting down & restarting are fairly simple, but you might
need to jump through some shell script hoops for logging out or rebooting
from a different disk. Holler if you need to see some code.
My preferred hot key utility is DragThing, which costs in the region of 45
bucks but does loads of other useful stuff and has been an invaluable time
and sanity saver in OS X. Other options include FruitMenu, which for 10
bucks also gives you a classic-style Apple menu and a fistful of handy menu
tricks; or Youpi Key, which is free, and provides a friendly alternative to
the grisly business of UI scripting.
