I can't say this for certain, Emmanuel, but I doubt if perl yet deals with UTF-32 and therefore every Unicode character that it has to deal with (after decoding if necessary from UTF-8) will be of fixed length, ie. two bytes.

Maybe Randall has more experience of the perl Unicode Library?
