You're being over-optimistic. There's a lot more to an applet (or droplet) than just the 'scpt' resource, and osacompile doesn't know how to add all of it. This will be addressed in a future release. In the meantime, the typical solution is to keep a skeleton applet (or droplet) around and use osacompile to stick a new script into it.
Or, if you can use Smile, make a script window with your script (that's scriptable) then save it as "APPL".
