An inspection of the Finder dictionary under "Suites"--> "Type
Definition" says:
Class label: (NOT AVAILABLE YET) A Finder label (name and color)
Properties:
name Unicode text -- the name associated with the label
index integer -- the index in the front-to-back ordering within
its container
color RGB color -- the color associated with the label

Unsanity makes "Labels X". This gives most of the functionality of
"Labels" to OSX. I use it on all my OSX machines. The price is quite
reasonable--Only $10 with lifetime free upgrades(copied directly from
their web site).
