People in general will do whatever is easiest. Those users who are not using the scripts find it easier not to. The issue to be discovered is why not using the script is easier. Probably you will have to sit down and watch them work. Not guide them through what they do, but really sit and watch what they do. This is a real old school programming technique, but with workflow automation, it is still very useful. It could be something as simple as a certain file naming convention they use that your script doesn't support.

For example, I cannot use the Acrobat upgrade because it interfers with my workflow with a couple of the UI changes they made. I still use version 5, which is 10 times faster for signing IN MY situation.
