Oh boy! You are not working in the land of Office and PC. No way you
could make them write anything else but MSWord. And if you tell
everybody to write text only most of them will not understand what you
mean.
And I would like to get some preformatting like bold, underline etc and
not just clean text.

You save significant time (both in the writing and in the publishing)
if you
just teach everyone to save as text only, and not as MSWord documents.
There is no difference to them, and it makes your job much easier.

P.S.
Based on the "scenario" you sketched in your OP, it seems to me that
your
publishing system is convoluted. Granted, you only made a sketch, but
it's
not clear just how your articles are stored and served. You may be
able to
cut _many_ steps away by saving all submitted articles as text only
and then
loading _that_ text, by script, into your server and/or database
storage
system.
