Is there a way to force a dialog box to appear on a specific monitor?

Scenario:

G4, 10.2.x, 17" Apple LCD via ADC + 21" Radius PCD via VGA

Radius 21" set to master (i.e. - has the menu bars).

Monitors not set to duplicate each other.

Occasionally the VGA gets switched from one resolution to another.

Sometimes this is not the result of user choices (certain games, apps auto-switching).

Not all resolutions & refresh rates are supported (e.g. - 800 x 600 is valid at 120Hz but not at 75Hz).

System always defaults to a 75Hz refresh on program-trigger resolution switch.

System's concept of valid or recommended resolutions is not always valid (display menu).

Sometimes manually switching to a resolution/refresh rate doesn't prompt for an confirmation either (certain "default" resolutions).

Gee, what happens? Monitor lock-out.

So, what do I want to do?

A) Force a dialog box onto the other (17" LCD monitor) to choose a new resolution (or open system pref/monitors and force the dialog box for the dead monitor to be relocated to the LCD monitor).

or

B) Give me a way of editing the underlying system data of what the acceptable resolutions are, so it won't do this.

Any insight or help appreciated.
