the Script Editor to compile a text file and save the result as an
AppleScript application without any involvement by the innocent
user? Is the "AppleScript" dictionary the same as the "Script

The minimum size of a compiled APPL is about 60 kB and the source
text is probably 2 kB max. It would be nice to be able to send a
quick email or even an instant message containing the text and ask
an unsophisticated user to "run this" by dropping the text file, or
the clipboard, on a previously prepared APPL (A nice name would be
AS_cc.) that passes the commands to Script Editor.
The effective result would be as simple as passing the text of a shell script.
Are you talking OS X or earlier systems?
I assume you mean OS X because you speak of a scriptable Script Editor?
