GTQ create database problem

Greetings,

In OS 9.2.2, on a Ti400 with 768MB RAM, when I try the following command I
get a '-108' error (no message, just the number).

create database file "OS X:Documents:TestDB"

'TestDB' doesn't exist. If a file named 'TestDB' does exist the error
changes to '-48' (Duplicate file ??).

I've tried it with a variety of parameters (different key lengths, with and
without the case and diacritical sensitivities), and I still get the error.

I'm obviously missing something, I just don't know what it is.

Any help would be greatly appreciated.
