I don't know about it ever being non-public. Handling the dock icon,
including sample code on how to change the dock icon during program
execution (using Mail.app as an example) is pretty well documented in the
Carbon documentation:

Unfortunately, it's at a much lower level that AppleScript and I don't know
of any way of doing in in an AppleScript-based app, only a Carbon app.
