Last I heard--I seem to remember reading it in John Siracusa's review
of Panther at ArsTechnica--even lower level programmers didn't have
access to update Dock icons like that. However, the current OmniWeb
public beta posts notifications on its icon, so either that was never
true, it's changed, or Omni is working around it. Wow, wasn't that
helpful?

Yeah, I think I was wrongly remembering this section of Siracusa's article[1] on Panther:

"This strategy may be in the works at Apple, but it is not here yet. For example, although Dock-like third party applications are popular, it is not yet possible for a third party developer to create an application that completely replaces the Dock. So far, no one has been able to support things like Dock menus, application icon updates and alerts, and displaced window minimization, using either private or public APIs. So anyone using one or more of the popular Dock-like applications must also keep the Dock running (and possibly also visible) or be resigned to losing the Dock functionality that cannot be reproduced elsewhere."

There's already enough that annoys me about that series of articles without imputing extra wrongness to it.
