Does it need to start EXACTLY when the Mail.app starts? If not, then I
guess you could write a background app that periodically checks whether
Mail is running and if so does <whatever>.
Or, maybe triggering an applescript by a rule would be a solution?
It's difficult to say without knowing exactly what you're trying to do.
