It is an application, and its dictionary can be viewed the way any app's
dictionary is. The only difference is that it is located at
/System/Library/CoreServices/System Events. The Finder is located in the
CoreServices folder, too.

In Script Editor, the Library window should include System Events by
default, so you can open the dictionary from there without having to
navigate to the actual location of System Events.
