You can find it on your startup disk in System/Library/CoreServices and drag it onto your script editor's icon, or use the 'open dictionary' command in the file menu and choose it from the list of apps that (eventually) appears.

Or, simpler, use Smile: "System Events" shows in the "Open dictionary" menu.
