Try this:

set scriptPath to ("" & (path to startup disk) & "Library:Scripts:Universal Scripts:SetSoundVolume") as file specification

run script scriptPath

Got this recommendation from several people
Learned the hard way it must be outside the Tell application "Finder" block.
