I've even been experimenting with modifying the FolderActions plist but despite creating a file *exactly* the same as the one normally created, nothing will make OS X recognize my changes (logout, restart, nothing). I'd really like to be able to do this and I'm sure it must be possible.

Uhh, not via a plist file. It's done by scripting System Events.

OS X ships with sample scripts from Apple... although they don't all work properly. Study the dictionary of System Events -- the answers are there.
Well, there's one answer that isn't: a script does not have to reside in any particular place; System Events is perfectly happy attaching a script from anywhere, despite the existence of a special folder action scripts folder.
