Mac 1:
I get "en_NL" on an Archive&Installed Panther (10.3.4). Fresh user. Never
touched any settings.

Mac 2:
same circumstances (except being a Wipe&Install of Panther Server), I get
"en_US".

On both, user 501 (the first user on a Mac OS X box) returns "en_US", so it
seems that the language might either be "en" by default, or inherited from
the first user

The "NL" string apparently does not get inherited from the location/time zone
or Date&Time settings of the machine, as these settings do not differ on
these 2 machines (for users 501).

A tidbit that might be interesting is that on Mac 2 dutch is not installed.
(Only english, french german and something that might be chinese.) On Mac 2
dutch is installed, but for that new user it's listed 7th (english first).
(Yes, I ran defaults before looking in the International PrefPane ;))
