But that's still different than in the US, where Erase and Install, at least
of first user, results in "". It's the "" which I'm trying to discover.
Does "" = "en_US"?
It may be that on non-US OS 10.3 installs, nobody ever gets "" because
something has been explicitly pre-set to some value.
Or it may be that you do get "" and it means "en_US".
Or it may be that you do get "" and it means "first in the languages list",
which could be some other language.
I think it's pretty clear that subsequent users inherit from first admin by
default.

Interesting. I think this may depend on which languages you chose to install
from the CD?
