Far as I can tell just changing the extension doesn't do it. I changed the extension & it was not acting like a package, but opening it, and just saving it (with no edits) seemed to re-save as a package.

On this point, I've noticed -- at least with some .rftd files that I checked that the package flag was NOT checked, and that simply using the .rftd extension caused it to act like a package.

I was able to change the host application to Project Builder in the Get Info box and have it open successfully, but haven't explored things further.
