Here are some free ones, though I haven't tried any of them:
note that iKey is explicitly free (with no nags) for up to 5
shortcuts.. i have DragThing too, but tend to launch scripts from iKey
because DragThing executes scripts in its main thread (and so hangs
while long scripts run)
