Done. It's in the Aqua Human Interface Guidelines, and has been for
some time; see

"Where to Put Files". (An earlier section talks about guidelines for
installers, and specifically mentions that installers should not assume
a particular location for the application they install or update.)
The fact that various applications, including some from Apple, do not
follow these guidelines is a separate problem. Filing bugs as Walter
suggests is a good idea.
