I was trying to get it for a carbon app (running or not) on 10.2.6 thru

Easy? Not really, due to a bug in OS X pre-Panther. I recently came up
with a workaround, and posted pieces of it to this very mailing list.
Do you need it for a running app, or just an application file?
Also, what versions of the OS do you need it to work on?
